Peru’s energy and mines minister tells Congress REINFO ends on 31 December 2026

Peru’s Minister of Energy and Mines, Guillermo Shinno Huamaní, told the Bicameral Budget Committee of Peru’s Congress on 18 September 2026 that the Registro Integral de Formalización Minera (REINFO) ends on 31 December 2026. Answering questions on mining formalisation from Deputy Ángel Meneses Crispín and Senator Walter Gago Rodríguez at the hearing on the energy and mines sector’s 2027 budget, Shinno said a simplified procedure is proposed to give continuity to the formalisation of artisanal miners.

Law 32537, published in the official gazette El Peruano on 26 December 2025, fixed that date: the integral formalisation process for small-scale and artisanal mining runs until 31 December 2026, or until the Small-Scale and Artisanal Mining (MAPE) Law and its regulation are both in force, whichever comes first. The same law amended Article 11 of Legislative Decree 1107, which obliges every acquirer of controlled mining products, gold included and in whatever state, to verify their origin and the authenticity of the data recorded in the relevant information systems. The minimum data are the seller’s RUC tax number, identity and real address, the Unique Concession Code of the source, the exploitation authorisation and, where applicable, a REINFO or similar registration in force. A concession in extinguished status qualifies only where its file forms part of a formalisation procedure in course, registered as in force and validated in REINFO. Both REINFO references depend on the formalisation process remaining in force, so for gold acquired on or after 1 January 2027 from a producer whose sale rests on a REINFO registration, the Article 11 check has no registration in force to verify unless a successor procedure is in force by then. An exporter that buys the gold it ships is itself an Article 11 acquirer, and the origin records behind Peruvian exports of gold acquired from that date carry a concession code and exploitation authorisation, or an entry under the successor procedure, in place of a REINFO registration.

Congress enacts any change to the 31 December 2026 date in Law 32537 and any law establishing the simplified procedure.
