Indonesia’s Ministry of Trade (Kemendag) announced on 30 September 2026 the gold export benchmark price (Harga Patokan Ekspor, HPE) and reference price (Harga Referensi, HR) for 1 to 14 October. Minister of Trade Decree No. 1925 of 2026, signed the same day, sets the HPE at US$139,409.07 per kilogram, 3.5% below the US$144,469.49 of 15 to 30 September, and the HR at US$4,336.11 per troy ounce. Kemendag bases both figures on technical input from the Ministry of Energy and Mineral Resources (ESDM) referring to London Bullion Market Association (LBMA) publications.
The HR stays above the US$3,200 per troy ounce threshold in Minister of Finance Regulation (PMK) 80/2025, so the second rate column continues to govern exports: 15% for doré, 12.5% for non-doré granules, and 10% for non-doré cast bars and minted bars. Decree 1925/2026 moves the base of the duty and leaves the PMK 80/2025 rates unchanged. The HPE becomes that base only through a Ministry of Finance decision restating the HPE as the export price (Harga Ekspor) for each of the four product lines, as Decision 66/MK/BC/2026 did for 15 to 30 September.
Under PMK 106/PMK.04/2022 on the collection of export duty, the rate and export price that apply are those in force on the day the customs service computer system (SKP) receives the export declaration (PEB). Where the Ministry of Finance has not yet set an export price for a new period, the previous period’s export price applies. A PEB may be lodged up to seven days before the estimated export date and no later than the entry of the goods into the customs area at the place of loading, so the SKP receipt date of the declaration, and not the contract or air waybill date, fixes the base on a lot. Duty is the exporter’s liability and falls due no later than PEB registration. The goods type that carries the export price comes from a physical examination by Customs where one takes place, with laboratory testing where identification requires it, and from the PEB otherwise; that finding places a lot as doré at 15% or as a cast bar at 10%. Export approval may issue before laboratory results, and a wrong goods type found afterwards still carries sanctions. The Director General of Customs and Excise may re-assess the duty for two years from PEB registration, at the rate and export price in force on the day SKP received the declaration.
The HPE and HR in Decree 1925/2026 are administrative figures for the 1 to 14 October duty period. Rates and product lines are set in PMK 80/2025, and the export price that Customs applies is set by the Ministry of Finance.
