Indonesia’s Ministry of Trade (Kemendag) announced on 14 October 2026 the gold export benchmark and reference prices for the second half of October, set by Minister of Trade Decree No. 2008 of 2026. The export benchmark price (HPE) for 15 to 31 October 2026 is US$135,024.36 per kilogram, 3.15% below the US$139,409.07 in Decree 1925/2026 for 1 to 14 October, and the reference price (HR) is US$4,199.73 per troy ounce. The third article of Decree 2008/2026 states that both figures are the average of the London Bullion Market Association (LBMA) gold price published at 15:00, the Gold PM, from 19 September to 9 October 2026. Director General of Foreign Trade Tommy Andana signed the decree on the Minister’s behalf on 14 October.
Decree 1925/2026 averaged the Gold PM from 5 to 25 September for its 1 to 14 October validity, so the two windows share 19 to 25 September, and each window closes six days before its validity opens. A lot declared for export on 31 October 2026 is valued against Gold PM fixings that ended 22 days earlier and began 42 days earlier. The annex to Decree 2008/2026 applies one HPE to four product lines: doré under ex 7108.12.10 and ex 7108.12.90, non-doré granules under ex 7108.12.90, non-doré ingots and cast bars under ex 7108.12.10, and minted bars under ex 7115.90.10. The annex carries no fineness or gold-content column, so a kilogram declared as doré and a kilogram declared as minted bars carry the same benchmark. The HR of US$4,199.73 sits above the US$3,200 per troy ounce threshold in Minister of Finance Regulation (PMK) 80/2025, which keeps the upper rate column in force: 15% for doré, 12.5% for non-doré granules, and 10% for non-doré cast bars and minted bars. PMK 80/2025 computes the duty as rate × quantity × export price × exchange rate, with no term for the price agreed between exporter and buyer. A counterparty reconciling the export duty on an Indonesian-origin consignment of cast or minted bars against the shipping documents matches it to the HPE in force for the export declaration, not to the Gold PM on the contract date.
Decree 2008/2026 fixes the averaging window, the HPE and the HR for 15 to 31 October 2026. Rates and product lines are set in PMK 80/2025, and the export price that Indonesian Customs applies is set by a Ministry of Finance decision.
