OJK reports 153 tonnes under Pegadaian and BSI, 94 tonnes of it pawn collateral

Otoritas Jasa Keuangan (OJK) reported on 6 March 2026, at the launch of its Bullion Business and Ecosystem Roadmap 2026–2031, that gold managed by Indonesian financial services institutions stood at 153.05 tonnes at end-February 2026, all of it held by PT Pegadaian and PT Bank Syariah Indonesia Tbk (BSI). Pegadaian accounts for 147.8 tonnes, of which 94 tonnes is captive pawn collateral and 40.59 tonnes is recorded under its bullion business: 19.25 tonnes of gold savings, 15.07 tonnes of bullion trading, 3.7 tonnes of corporate safekeeping and 2.25 tonnes of gold deposits. BSI reports 2.78 tonnes of gold trading, 2.44 tonnes of safekeeping and 26.62 kg of gold deposits.

The two safekeeping lines total 6.14 tonnes, about 4% of the 153.05-tonne figure. Of Pegadaian’s 147.8 tonnes, 13.21 tonnes is assigned in the release neither to pawn collateral nor to the four bullion-business lines. POJK 17/2024, in force since 18 October 2024, attaches different obligations to the product lines inside the total. Under penitipan emas (safekeeping), the institution must store the gold a customer lodges and return it in the condition in which it was lodged. Under simpanan emas (gold deposit), the same regulation permits the institution to use deposited gold to fund gold financing, so the depositor holds an entitlement to a quantity of gold rather than identified bars. Whether a holding reported at Pegadaian or BSI is identifiable metal or a quantity entitlement is therefore set by the product agreement under which it was lodged, and a compliance file on an Indonesian counterparty records that agreement alongside the institution name.

POJK 17/2024 requires bullion-business gold to meet the Indonesian National Standard (SNI), a standard consistent with international practice, or both. LBMA Good Delivery status turns on the refiner’s accreditation on the LBMA Good Delivery List, so a bar accepted under SNI alone carries no Good Delivery status on that basis. Metal moving from an Indonesian bullion account into a Good Delivery vault chain has its refiner mark checked against the LBMA list before acceptance, and gold trading under POJK 17/2024 is settled physically, which puts that check at the point of withdrawal.

The 153.05-tonne figure is OJK’s aggregation of positions at end-February 2026. Product terms are set by POJK 17/2024 and each institution’s customer agreements, and the Sharia basis of the activity by DSN-MUI Fatwa 166/DSN-MUI/II/2026.
